On 30th of July 2021 the Ministry of Finance published online a list of all contracts of public enterprises that were worth over BGN 1 million for the time period 01.01.2019 - 30.04.2021. The report clearly shows that George Peev, general director of the state enterprise Air Traffic Control, has stolen million levas using the form of contracts without public procurement for two years in a row.

According to the official data published on the Ministry of Finance website, for the period 01.01.2019 - 30.04.2021. the general director Peev signed contracts using the so called "In-house" award (contracts without public procurement), that equal to an internal scam for the total amount of BGN 59,659,408.
It is a public secret that in such transactions the contracting authority collects up to 70% of the contraction value, which is distributed between him and his patron - GERB.
There is even more to that. What is even more scandalous is the fact that despite the deep financial and economic crisis in which our country fell since the beginning of the pandemic, which led to mass bankruptcies and layoffs in all industries, Georgi Peev has concluded and still continues to conclude contracts without public procurement.
It is well clear that Peev continues to appoint people that are close to GERB. No matter the drastic income decrease of Bulgarian people.
For instance, Air Traffic Control has appointed another “expert” in the Protocol department – Tanya Andreeva. The woman who chased the balls during the tennis matches between Boyko Borissov and George Peev at the courts in Bankya. She is Ivan Sazdov’s daughter-in-law, who is one of Boyko Borissov’s closest friends from the Bankya circle and quite connected to the notorious house in Barcelona.
It is important to note that the contracts with no public procurement are for the time period 2019-2021, and Georgi Peev has been the General Director of the State Enterprise ATC since the end of 2013.
Can you imagine what it’s all about!?
Such kind of "appropriate" costs to the detriment of the state go into someone's pockets instead of being given to miserable retirees or for the purchase of firefighting helicopters.
For long years George Peev has been successfully taking advantage of one scandalous detail – his secretary Teodora Nikolova is Nelly Dimitrova’s daughter. And Nelly Dimitrova had been a Minister of Transport’s secretary in a couple of governments.
Such kind of dependences provides the director of the State Enterprise RVD so called "umbrella", despite the large-scale abuses that swirl in the State Enterprise Air Traffic Control.
The funniest part of all is the fact that after the fall of Boyko Borissov George Peev has started to show close and warm relations to the president Rumen Radev in order to assure his own position ahead of ATC.
This rumor gets its confirmation by the appointment of general Tsanko Stoykov’s son - the former head of the Air Force in the State Enterprise ATC at another fictitious position.
How long will the Minister of Transport pretend to be distracted and will not take measures on proven scandals for his subordinate Georgi Peev? How long, Mr. Minister, will you close your eyes?
