Tory leadership race: Focus falls on immigration and tax

Mr Johnson believes the UK wants to see a merit-based system for immigration, while Mr Hunt's tax plans have come under scrutiny.





The spotlight has fallen on the domestic policies of the two Tory leadership hopefuls.


Boris Johnson has laid out his immigration plans, while an influential think-tank has analysed Jeremy Hunt's spending pledges.


Mr Johnson believes "the public wants an Australian-style points based immigration system", adding he will be the one to deliver it.


The system, which Brexit Party leader Nigel Farage has consistently promoted as an immigration policy, would mean that people wanting to come to the UK to work, must hit a number of criteria beforehand.


The former foreign secretary says these will be based on their contribution to the UK, fairness to current UK citizens and control over who does and does not settle here.


Mr Johnson said: "We will restore democratic control of immigration policy after we leave the EU. We must be much more open to high skilled immigration such as scientists but we must also assure the public that, as we leave the EU, we have control over the number of unskilled immigrants coming into the country.


"We must be tougher on those who abuse our hospitality. Other countries such as Australia have great systems and we should learn from them."


He added: "We must also ensure that EU nationals' rights are protected. This should have happened straight after the referendum. I will sort it out immediately and make sure that this issue is properly dealt with and millions of people can stop worrying."


Meanwhile, The Institute for Fiscal Studies (IFS) has shared its analysis of Jeremy Hunt's tax and spending plans.


Mr Hunt has proposed to reduce corporation tax and increasing the point at which people have to start paying national insurance, whilst increasing spending on defence and reducing the interest applied to student debt.

The Foreign Secretary's plans have been described as "expensive" by the IFS, which adds that pledges, alongside the tax cuts would mean there would be little scope to relieve pressure on other areas of public spending.


The think-tank say Mr Hunt's defence spending plans (2.5% of national income rather than the current 2%) would cost an extra £3bn by 2023-24, and that cutting the rate of interest on student loans would cost £1bn in the long term.


It adds that Mr Hunt's proposed tax cuts would cost the treasury £13bn in the short term, which would put pressure on public services, and could lead to more borrowing.


Responding to the IFS analysis, a spokesperson for Mr Hunt said: "All of Jeremy's pledges on more defence spending and tax cuts to turbocharge growth will be affordable as we will stick to our fiscal rule to keep debt falling relative to GDP over the cycle.


"Our policies will attract even more international investment and ensure that we keep Britain safe and walk tall in the world."
